Sustainable Construction and Public Procurement: Examining the Scope for a Clean Buildings Directive

This paper presents an examination of the role that a new EU public procurement directive could play in supporting the move toward a sustainable built environment while also bolstering innovation in the construction industry. The brief study results from DG Enterprise and Industry’s (DG ENTR) interest in the potential for creating a qualitative policy mechanism similar to that found in the Clean Vehicles Directive (2009/33/EC) in support of the Lead Market Initiative in sustainable construction. Such a policy might be called a ‘Clean Buildings Directive’ and would aim to monetize ‘sustainability’ to enable better procurement decision‐making. The information presented is derived from a EU‐level policy review and stakeholder interviews, which inform the conclusion and policy recommendations.
